Chapter 173: Session of the Scientific Assembly

"Madam Speaker, the President of the Scientific Council."

The Legislative Chamber was full of Assemblymen from all Districts of the Council, each representing a constituency for legislative work. They sit in semi-circular rows, facing the Speaker's podium where the mace is located. Today, the Scientific Assembly will be hearing legislative proposals from the President of the Council himself.

The Assemblymen quickly stood up as the entrance of the President was announced by the Sergeant-at-Arms, and then a loud applause accompanied the President to the frontmost podium where he was due to give his speech. Everyone was seated after President Algebra took his place at the Chamber.

"Thank you. Please be seated," he began. "Today, I would like to talk to you about passing a very urgent Anti-Insurgence Bill. A bill that will ensure a lasting peace and order, where our borders will be kept safe from any Outcast and our secret facilities will be safeguarded from any attack from unknown personages."

He was abruptly interrupted by applause, but then he continued.

"These past few days, the threat of resurgence of violence has become alarming and has completely caused concern within the Scientific Council. By voting to pass this bill, you will authorize the use of force in certain circumstances that might trigger the Hypocritical Syndrome. Once this amendment has been passed, the likelihood of insurgents escaping will be narrowed down."

More applause. President Algebra paused for a while to savor the moment. Then he continued.

"The bill will also authorize our Taxonomists to use our advanced weapons in pursuing enemies and effectively defeating them. Your support to this bill will ensure a lasting perfect order as envisioned by our framers, without necessarily invoking any provisions of the Particle Theory Act. Together, with your support, we can quash these threats immediately."
